Enlightens from the installation project in tank field of Yada, Iran
The pipeline installation project in tank field of Yada, Iran, includes the construction of PR-9 pipe rack, three crude oil pumping stations and four crude oil storage tanks. The total dia-inch is approximately 26367.75 dia-inch in which the CS is 19943.75 dia-inch and LTCS is 6224.5 dia-inch, SS and DUPLEX SS are 199.5 dia-inch. After the reception of this project, Iran Branch Company encountered the condition of huge amount of work, short construction period and shortage of Chinese workers. What’s more, under international sanctions for years, Iran imposes restrictions on human resource, the importation of materials and equipments. Facing these difficulties, the Iran branch company changed its mind and sought a plan of ‘construction-localization’.
In the earlier stage of the project, there were only four Chinese employees in the Iran worksite. They carried out their tasks vigorously and speedily. They trained the local employees and put the ‘list management’ into force. Through hard work, they cultivated many excellent Iranian employees that they can governed their own workers. At the same time, they made special trainings to the main positions, like the head of operation, technicians, plumbers, welders and safety officers and so on. They compiled preventive measures in safety and quality for the program which made the whole construction under control.
The whole management personnel cooperated closely and each of them performed their own functions and duties. Under the leading of these four Chinese employees, more than 80 local workers had finished the construction successfully. Their performance was highly approved and appreciated by the first party.
Iran Branch Company can take the method of ‘local management of the foreign projects’. They conducted international management and realized the flexibility use of management tools. In this project, the methods of ‘list management’, ‘management localization’ and ‘special training for the special positions’ had been proved to be effective. The achievement of this project had accumulated precious experience for th e future ‘foreign project localization’ and the ‘management localization’.
